sorry, busy busy!
Okay... so if i'm following correctly, we have a DIR-655 A4 EU model running NA firmware and we want to get it back to the EU firmware. i flashed my router to the EU firmware tonight, so i'm pretty sure this will work. basicly, D-Link started region locking the firmware at v1.35 and above because of all the monkeying around we did with the Russian firmware at 1.34. they also locked the firmware so that you can't downgrade to any firmware lower thanv 1.35. here's what you do
1. download all the files you need from the link below and off the D-Link website. just change your region in the top right corner to get the files you need
2. connect to your router using wired connection, and reset using the interface.
3. downgrade your router to v1.35NA (when i did this, i downgraded my version one at a time. ie, v1.37NA to v1.36NA, then V1.36NA to V1.35NA. you may be able to downgrade directly and there's no harm in trying).
4. Upgrade to this special modified version of 1.34WW

5. Upgrade to 1.37EU
6. Reset again
i hope that helps. if i'm honest, it seems the problem shouldn't been in the region your firmware is in. the only difference should be the wireless channel's you can use due to local law. however, by changing back you might fix the problem by removing a variable or fixing a bad flash.
anyways, i'm off to try and figure how to flash a DIR-655 from EU back to NA...
