FTP permissions problem with DNS-321

I bought a used DNS-321 for use on a private (Linux) network.  The hard drive is new and formatted ok.  I have been through the configuration settings many times and have tried resetting to factory defaults.  The -321 allows me to login with FTP.  ls shows I have full permissions.  However if I try to send a file to the -321 it says permission denied.  I can FTP to and from all the other devices on the network.  Specifically:
200 Port command successful
553-can't open that file: Permission denied
553 Rename/move failure: No such file or directory
I have one user set up with r/w permission for the whole (root) drive.

How to troubleshoot this?
