My DCS-932L was working but I decided to reset it (due to changing my network name). What a mistake to reset. It would then not get a DHCP address.
Just had a constant red light. Here's what I did to solve:
-Downloaded latest firmware (though I don't know if upgrading firmware is actually necessary so you might skip steps 3&4 below)
-Set router to 192.168.0.X range and plug in camera & PC to router
-Unplug camera power, stick pin in reset hole & hold, plug power in, wait about 8 sec until blue light goes out, let go of reset button
-Access Emergency firmware update page on camera at 192.168.0.20 and update firmware (took 10 seconds & page then lost connection)
-reboot camera, press WPS button on router, press WPS button on camera, blue light flashes, front camera light turns from red to green
-use a network scanning tool (I used a free iPhone app) to find the IP address. (Mine was 192.168.0.21 so you might just try this)
-access the camera's web pages at the address you found to change WiFi, IP, password, etc.
