1701 drop packet on L2TP over IPSec on DFL-210

I have set up everything as detailed in the 3248 guide "How to add a L2TP over IPSec using PSK and Local User Authentication". But when I try to establish a VPN connection from Windows Vista, the connection does not get established . The only two entries that show up in the d-link log pertaining to the connection attempt are the following:

First:
Notice RULE 6000005 access-accept-all UDP wan ip_of_client wan_ip 1701 1701 ip_verified_access
access_allow

Then:
Warning RULE 6000051 Default_Rule UDP wan ip_of_client wan_ip 1701 1701 ruleset_drop_packet
drop

I have tried moving the rules created from the guide to the top of the access-rules, but this does not change anything.

Please help

Ensure that you are using L2TP with IPsec.  Ensure your L2TP tunnel has the right interface selected.
